Apparently (according to this Watco locomotive-tracking website; https://preview.hallettxn.com/roster/locomotives/ ) this was CN 9668, which would make this a GP40-2W, not 2LW. Turns out they have a smaller fuel tank and sit a few inches lower ( http://www.canadianrailwayobservations.com/PDF/CRO_gp40.pdf ).
